Subject: Request to unite all the Stenographers working under Government of NCT of Delhi.
Dear Sir/ Madam
With due regards on behalf of the Delhi Administration Stenographers’ Welfare Association I would like to make an Appeal to all of you to unite for the betterment of your cadre. It is the time when no one in this Administration is ready to take initiative to continue the due service conditions for stenographers of this Government at par with the Stenographer working in CSSS (Central Government). We all should now unite together and strengthen this Association for making submissions before the Administration to provide service conditions at par with the Central Government. As you all are aware that with the efforts of this Association,Government of NCT of Delhi Stenographers’ Service Rules have recently been notified on the pattern of Central Secretariat Stenographers’ Service so as to bring service conditions of Stenographers of Government of NCT of Delhi at par with the Stenographers working in Central Government and as per DoPT guidelines and Stenographers Cadre has been restructured in the ratio of 40:40:20 (Grade-III-Grade-II and Grade-I) and it has been assured by the Administration that in future also the same ratio shall continue to be maintained to provide sufficient avenues of promotions and due service conditions to the Stenographers.
Further, it is now very important to manage our cadre in a better way and must unite and aware of latest developments in our cadre so that efforts can be made to provide sufficient service conditions to the Stenographers otherwise as you all have seen in past no one this Administration to take care of Stenographers. We must help each other and this Association on priority. I have some submissions to make you aware with the latest developments with regard to process of pending tasks in Administration:
As per recent notified said service Rules, eligibility criteria for promotion to the posts of Sr. P.A./Grade-I Steno with regard to qualifying service required in Grade-II has been enhanced from 3 years to 8 years. Due to which maximum number of posts of Grade-I have remained vacant (around 104) as there is no eligible candidate for the vacant posts. It was requested to relax the service condition but instead of considering this, Services Department moved proposal of filling up the posts on deputation basis which was highly agitated and we had to struggle very hard on this point. There was a time when we became helpless to some extent for stopping deputational candidates on vacant posts and was requested to promote in service Stenographers on Ad-hoc basis till they attain the required service criteria. With dexterous efforts of some of our colleagues which cannot be defined in words, this Association has convinced the Hon'ble Chief Secretary to stop the filling up the vacant posts on deputation basis and it has been assured that these vacant posts will be filled up only by promoting in service candidates and for that other options will be considered such as relaxation in RRs etc. and this commitment is now on record. By this on record observation of the competent authority has spoiled the connivance of the people who are against our cadre. It is also brought to the knowledge of our colleagues that very smartly two proposals were prepared by the Services Department and only single signature of competent authority could spoil our career but we are pleased to inform all of you that first time in the history of our cadre, some of our colleagues made marvelous efforts, shown their interest and succeeded to convince the Hon'ble Chief Secretary with regard to grievances of Stenographers at the point of time when anything could happen.
Prior to restructuring of Stenographers’ cadre, there were 71 Sr. P.A./Grade-I equivalent to Private Secretaries in Government of India, working in this Government. At present, in this Government, Private Secretaries have single line of promotion i.e. entry to the DANICS and our senior most Private Secretaries with the service of more than 10 years are still waiting for their promotion. Due to non-availability of sufficient number of Private Secretaries and rest of other categories excluding DASS (Grade-I) being few in numbers, only on an average 2 or 3 Private Secretaries are being promoted as and when vacancies arises in DANICS. Hence, after separate Service Rules, situation demands to provide sufficient avenues of promotions to Stenographers cadre, on the line of Central Government Policy, a policy to introduce the posts of Principal Private Secretary and Sr. Principal Private Secretaries in GNCT of Delhi on priority basis. In this regard a request was made by this Association for creation of 71 posts of PPS in this Government ( almost1/3 of the total 233 nos. strength of the P.S. as per principles of DoPT GOI) but, during the process, proposal for 23 posts of PPS was moved by the Service Department and further AR department approved only 19 posts and further GAD reduced them to 10 which was highly agitated. We feel very much regret to inform that in spite of this injustice, even after that Services Department moved a simultaneous proposal that there is no need to create posts of PPS which was again highly agitated and again we were no where and again single signature of the competent authority could stop the process of creation of posts of PPS forever. We had to struggle very hard on this point and it was the time when we became helpless. But, with dexterous efforts of some of our Stenographer colleagues which cannot be defined in words, this Association has succeeded to convince the Hon'ble Chief Secretary for creation of atleast 19 posts to start with as was approved by the AR Department and this approval of competent authority is now on record. And now we can see the bright future of our cadre as all the Stenographers will get their 3rd ACP in PB-III and at par pay-scale of Rs. 10000/- (pre-revised) equivalent to IAS Officer. Congratulations to all.
Once again we are very much thankful to our stenographers fraternity and particularly those stenographer brothers who really handled the task very smartly and turned up the situation in favour of Stenographers. It is, therefore, once again requested we must unite so that with appropriate knowledge of facts and figures of our cadre anyone can represent our cadre on any platform.
