PROPOSED AGENDA FOR MEETING WITH SECRETARY (SERVICES), HON'BLE CHIEF SECRETARY AND HON'BLE LIEUTENANT GOVERNOR, DELHI

Subject: Request for granting some time to meet representatives of DASWA on various issues relates to Service conditions of Stenographers working in GNCT of Delhi.

Respected Sir,

Most respectfully, with due regards on behalf of the Delhi Administration Stenographers’ Welfare Association, it is requested that your honour may kindly grant some time to meet representatives of DASWA to discuss and decide various pending issues relates to service conditions of Stenographers working in Government of NCT of Delhi. Your honour may also invite the hon’ble Addl. Secretary (Services), Joint Secretaries (Services) and Superintendants to represent the department. Following grievances are requested to be addressed:

1.      Request for making schedule and to issue a circular to convene meeting under Chairmanship of Principal Secretary (Services) with the representatives of DASWA after every three months to discuss developments in the Stenographers Cadre.
2.      Issuance of minutes of the Meeting convened by the Principal Secretary (Services) with the representatives of DASWA.
3.      Current vacancy position in all the grades of Stenographer Cadre including data on creation and filling up of vacancies during last 5 years.
4.      Clarification on policy of contractual appointment of Stenographers in different departments of GNCT of Delhi.
5.      Clarification on GNCT of Delhi Stenographers’ Service Rules and authenticity thereof as the Sr. P.A. who were drawing Grade Pay of 5400/- after completion of 4 years of service are being superannuated by fixing pensionary benefits at Grade Pay of 4600/-.
6.       Status and future course of action to be taken on the proposal of relaxation in eligibility criteria (as per instructions issued by DoPT vide O.M. No. AB.14017/61/ 2008-Estt.(RR) dated 24.03.2009 which has also been endorsed to Government of NCT of Delhi) for promotion to the posts of Sr. P.A. and PPS (After returning the proposal by MHA).
7.       Status and future course of action to be taken on the proposal of grant of Grade Pay of 4600/- to Grade-II Stenographers (After returning the proposal by MHA).
8.      Status on grant of Grade Pay of Rs. 4200/- to Stenographers Grade-III as has been done by Central Government (CSSS).
9.      Creation / upgradation of 60 more posts of PPS in GNCT of Delhi Stenographers Cadre.
10.  Status on Grievance Redressal Mechanism adopted by the Services Department including policies on implementation of general principles of Human Resource Development in GNCT of Delhi with regard to Stenographers Cadre.
11.  Status on implementation of Personnel Information System (PIS) which was started in the year 2003 but it has not yet been implemented.

Dear Stenographers working under GNCT of Delhi,

It has come to knowledge that Stenographers are being appointed on contractual basis in Delhi Government. We must oppose this step taken by Services Department. This is total failure of Cadre Management by the Services department.
